CHALLENGING LAWS THAT FACILITATE GOVERMENT INTRUSION IN SEXUALITY AND GENDER

X-OUT-LOUD MEMBERS SPEAK OUT FROM FIVE EUROPEAN CITIES!

MISSION BRIEFING

Operation Gideon is a focused initiative to challenge ideological laws on so-called “Conversion Practices” in Europe that trample fundamental freedoms in the area of sexuality and gender.

FREEDOMS UNDER FIRE

Freedom of Speech

The criminalisation of the promotion and practice of so-called ‘conversion practices’ often silence professionals, faith leaders, and individuals who wish to speak about change, faith, or alternative views on sexuality and gender.

Freedom of Association

Support groups and communities that help individuals live according to their beliefs, especially those leaving LGBT identities, are under threat of being shut down and criminalised.

Freedom of Religion

These laws restrict people of faith from teaching or practising their beliefs about sexuality and gender.

Parental Rights

Parents are losing the right to seek counselling or counsel their children in a way that aligns with their family’s values, even when their child requests it and no harm is involved.

Freedom of Conscience

Counsellors, therapists, and professionals are being forced to affirm ideologies they do not agree with, violating their moral and professional integrity.

Freedom of Press

Broad conversion therapy bans can threaten freedom of press by censoring personal stories, limiting open discussion, and restricting the publication of certain beliefs.

Right to Self-Determination

Adults who freely choose to explore change or receive support for unwanted same-sex attractions or gender dysphoria are being denied that choice by law.

These countries have some restrictions, often applying to minors, or bans in parts of the country but not yet national.

BILLS INTRODUCED OR PARLIMENTARY PROCESS UNDERWAY (“IN PROGRESS”)

These countries are actively pursuing conversion-therapy bans but have not yet passed final laws.

Discussion or Agenda Stage (Pre-Legislative, Planning or Serious Talk but no Bills Yet)

These countries are talking about bans or have public/government pressure but minimal formal legislative progress.

Mike Davidson

Core Issues Trust CEO

Mike Davidson has faced significant personal and professional opposition under the UK’s de-facto conversion therapy ban. Although no formal legislation has been passed, existing regulations and cultural pressures have effectively silenced his freedom to support those voluntarily seeking help in areas of sexuality and identity. He has been marginalised, professionally targeted, and misrepresented simply for defending the right to self-determination and offering pastoral care aligned with Christian faith. His case highlights the chilling effect such policies have on freedom of speech, religion, and conscience. Operation Gideon stands to expose and challenge these unjust pressures on individuals of faith.

Kaley Chiles’

 Licensed Counsellor

Colorado’s counseling censorship law violates licensed counselor Kaley Chiles’ freedom of speech and that of her clients by censoring and prohibiting certain private client-counselor conversations regarding gender identity that the government disfavors while allowing—even encouraging—conversations the government favors.

Matthew Grech

Christian Activist

Is going through criminal trial in Malta under the “conversion practices” ban for publicly sharing his views on leaving homosexuality. Prosecutors claim his statement advertised banned practices, leading to ongoing court cases and the risk of fines or inprisonment. The situation has restricted his ability to talk freely, impacting his freedom of speech and religious expression.
